I think states could regulate product marks informing custormers about carbon content of each product. In food there is indicators of unhealthy amounts of fats, sugars and calories.

Most of our products includes unhealthy carbon footprint. If there would be announced like the calories people could select products based on that and start own voluntary carbon diet. Comparison between products would allow better competition position for greener products. There could be also possibility to offset such emissions, which could not be avoided.

Evaluation of carbon content should be fair and open.
